Cobbora completes work on EPA Clean-Up Notice

The NSW Environment Protection Authority (EPA) has confirmed that Cobbora Holding Company Pty Ltd has completed the work required under the Clean-Up Notice issued by the EPA on 11 June 2015. The notice related to stockpiled demolition waste on thirteen properties resulting from the demolition of buildings associated with the proposed mine site.

 EPA Acting Manager – Armidale and Far West Regions, Lindsay Fulloon, said this clean up required Cobbora to develop and implement Waste Management and Remedial Action Plans for all impacted properties.

 “Demolition waste disposal can be difficult to manage,” Mr Fulloon said. “Preparation of these management plans to the satisfaction of the EPA and the accredited site auditor was necessary to ensure the safe management and disposal of the waste. This was important to protect the local community and the environment.”

 The Clean-Up Notice also required Cobbora to develop and implement a waste transport schedule in accordance with the approved Waste Transport and Disposal Plan and community consultation plans. 

 “Cobbora engaged waste experts to develop the waste transport schedule,” Mr Fulloon said. “Consultation also included working with the EPA, SafeWork NSW (formerly WorkCover), Councils, the community and an EPA Accredited Site Auditor.

 “The schedule was considered necessary to ensure that all affected Councils were aware of the movements of waste. This means waste can be tracked for disposal in a lawful manner.”

 Cobbora is now in the process of preparing Site Validation Reports for all impacted properties to document the clean-up work undertaken and to confirm that clean-up works have been successful.

 These will be reviewed and approved by an EPA Accredited Site Auditor to certify there are no residual risks to the community or the environment.

 The Site Validation reports are expected to be completed and provided to the EPA and EPA Accredited Site Auditor by mid-2016.
