Who pays pollutant load fees?

All licensees in NSW must pay administrative fees. Pollutant load fees however, will initially be paid by only the state's largest, potentially most polluting activities. Load fees will be discounted during the first four years of the scheme to provide a non-disruptive phase-in period. The requirement to pay load fees will be broadened over time to encompass other activities and pollutants.

Schedule 1 of the Protection of the Environment Operations (General) Regulation 2009 lists all licensed activities and states whether those activities have assessable pollutants and therefore pay load-based fees.
