Consultation on the draft (Container Deposit Scheme) Bill
Consultation on the draft Waste and Resource Recovery Amendment (Container Deposit Scheme) Bill 2016 (the Bill) and a Container Deposit Scheme (CDS) Regulatory Framework Discussion Paper is now closed. These documents were open for consultation from 23 August 2016 to 21 September 2016. The Government is currently reviewing all submissions.
These draft Bill and Regulatory Framework Discussion Paper build on the government's announcement of a CDS in May this year by proposing a regulatory framework that will give effect to the NSW Container Deposit Scheme.
The draft Bill details the proposed objectives and structure of the scheme, the roles and responsibilities of the various bodies that will run it and the obligations on beverage suppliers to ensure that they are included in the scheme.
The Discussion Paper describes the other parts of the regulatory framework that will be established once the Bill is passed, including a Regulation, Administrative Guidelines and contractual arrangements, and outlines how the scheme will work.
As part of the consultation on the Draft bill and regulatory framework, the Environment Protection Authority (EPA) hosted the following public forums:

- Tamworth – Friday 2 September (10am–1pm)
- Dubbo – Monday 5 September (10am–1pm)
- Queanbeyan/Canberra - Thursday 8 September (10am–1pm)
- Newcastle – Friday 9 September (10am–1pm)
- Sydney CBD – Monday 12 September (10am–1pm)
