The Civil Construction Market Program provides grants to organisations to divert construction and demolition (C&D) waste from landfill, and post-consumer recyclate such as glass, paper and plastic through reuse, recycling and industrial ecology projects in the NSW civil construction sector. 

Aims and objectives

The program aims to

  • support increased re-use and recycling of C&D materials in NSW civil construction projects
  • help drive end markets in the NSW construction sector for post-consumer recyclate

The program objectives are to

  • reduce the amount of C&D material sent to landfill
  • create new markets and opportunities for C&D waste material within NSW civil construction projects
  • create new markets and opportunities for post-consumer recyclate within NSW civil construction projects
  • remove risk associated with trialling innovative resource recovery methods 

What is a civil project?

For this program, a civil project is defined as any Government-led construction project within NSW which is public-owned. 

What types of civil projects are supported?

This program supports civil construction projects within NSW. A construction project can include construction and demolition of

  • infrastructure such as roadways, footpaths, bridges, tunnels, provisions for stormwater management, drainage and utilities and noise walls but can also include other public-owned assets such as public space and parklands (this is not an exhaustive list).
  • new government buildings such libraries, halls, office buildings etc. The project must divert construction and demolition waste (C&D waste) from landfill and /or use post-consumer recyclate sourced from MRFs.

Eligible materials

Examples of eligible C&D source materials which would otherwise be sent to landfill include

  • crushed materials
  • recovered aggregates
  • clay, soil, sand and rock
  • slurry
  • wood products, mulch, tree guards, stakes and ballasts
  • glass
  • Virgin Excavated Natural Material (VENM)
  • Excavated Natural Material (ENM)

Examples of eligible materials sourced from materials recycling facilities include

  • glass
  • paper
  • cardboard
  • plastics

Project examples

Examples of potential project activities include

  • recycling C&D material into new construction products, which are then used in civil construction projects, for example recycling spoil material in roadbase
  • reusing C&D material in new civil construction projects, for example recovering bricks for a new civil development
  • recycling plastic from a MRF into new construction products such as use of post-consumer plastic in stormwater or sewage pipes

  • recycling glass from a MRF to create new civil infrastructure, for example glass fines in roads, pathways or concrete

Intake 8

Allocated $866,098 to support four projects that will trial different uses of recycled materials in civil construction projects:

Nu-rock Technology
$247,970
This project will development engineered road pavers using recycled glass. The pavers will be trialled and promoted for use in civil construction projects in NSW. Nu-Rock along with Western Sydney University and Cumberland City Council will jointly deliver this project.

Lismore City Council
$242,658
This project will see Lismore City Council integrate glass from kerbside recycling into concrete used in local civil construction projects and in pre-cast concrete products such as footpaths, kerb and channel, drains and roadways. There will be significant testing and trialling to determine the best mixes, processes and commercial applications.

State Asphalts NSW
$244,950
This project will upgrade State Asphalts NSW’s South Nowra asphalt manufacturing facility to enable the ongoing use of recycled crushed glass as a partial replacement of quarried mineral aggregates and sand in asphalt. The asphalt will be used for construction projects and maintenance.

Eather Group
$130,520
This project will development Indigenous designed brick products using recycled materials for use in civil construction projects.

Allocated $735,987 to support three projects that will trial different uses of glass in civil construction projects:

Fulton Hogan Industries
$250,000
This project will upgrade Fulton Hogan’s Eastern Creek asphalt plant to enable the ongoing use of recycled crushed glass as a replacement for sand in asphalt for road construction projects in Sydney.

Fulton Hogan Construction
$236,000
This project will use recycled crushed glass as a replacement for sand in asphalt on construction of the Albion Park Rail bypass. The project will develop the market for recycled glass in the Illawarra and South Coast area.

John Holland
$249,987
This project will develop and trial a low carbon Geopolymer Concrete (GPC) containing recycled crushed glass as a replacement for sand. The project aims to unlock new markets from recycled glass in non-structural concrete in civil construction projects in NSW.

Intake 3

Allocated $287,000 to support two projects that will trial different uses of glass in civil construction projects

Canterbury-Bankstown Council
$179,500
Trialling the use of recycled glass in the production of road base. The project will test specifications and trial use in the Council’s road construction projects.

Lendlease Engineering
$107,636
The project will use recycled glass from Lismore Council in pavement concrete on three trial sites as part of the Woolgoolga to Ballina Pacific Highway Upgrade.
